Are Hermes numbers always 10–20 digits?

That is strong evidence for a current public return-tracking range. It does not safely prove that:
- every Hermes business shipment is numeric;
- every historical Hermes number fits that range;
- every partner shipment fits one regex;
- every merchant reference is accepted;
- every provider alias uses the same validation.
The runtime must determine the supported identifier families.
Business Hermes IDs and private client references
Hermes business documentation uses shipmentID or Hermes ID for the carrier object and can also contain shipper-side client references.

One order can have several Hermes numbers
